This notice is intended solely for government law enforcement agencies and judicial authorities.
Introduction
As disclosed in our Terms of Service, LBank.com is operated by:
LBank (LBK Blockchain Co. Limited, 30 de Castro Street, Wickhams Cay1, P.O.Box 4519, Road Town, Tortola, British Virgin Islands)
We always respect and protect users’ legitimate rights and interests:
-
User accounts and assets are protected under applicable law. We will not disclose user information or restrict users’ account operations without proper grounds or legal requirements.
-
When we receive a legitimately authorized law enforcement request that meets the requirements of this notice (e.g., to freeze or obtain information on a user’s LBank account), we will carefully review the request in accordance with the principle of necessity and legal compliance, and cooperate within the scope permitted by applicable laws and regulations.
This Law Enforcement Assistance Notice explains how authorized law enforcement officers can contact us and submit requests for assistance (such as requesting customer information and/or freezing users’ LBank accounts). Please note that we will only respond to requests submitted by authorized law enforcement officers. If international law enforcement is involved (where applicable), the requesting authority must provide a formal Mutual Legal Assistance Treaty (MLAT) request so that we can offer relevant assistance.
Submission Method
We will handle law enforcement requests from all jurisdictions in accordance with our Terms of Service, Privacy Policy, and any applicable laws and regulations.
If you are an authorized law enforcement officer who needs to submit a law enforcement request, please contact us at the following email address: enforcement@lbank.com
Required Information
To ensure we can process your request as quickly as possible, we recommend that law enforcement officers use an official email address from a government domain (i.e., a ‘.gov’ address), or have their personal email address authorized via a government domain account. Requests submitted from such email addresses will receive priority review and processing.
When sending your request to our designated law enforcement email address, please provide at least the following materials:
-
The official case filing document;
-
A stamped, written law enforcement request (e.g., a request for assistance in investigation/freezing, etc.);
-
Work IDs for at least two law enforcement officers (for identity verification);
-
Your official contact information (e.g., a government domain email address, a publicly listed phone number, and/or personal mobile number);
-
Supporting materials related to the request, such as case details, fund flow diagrams, and other relevant evidence.
In your email, please clearly state the assistance required and provide sufficient details so that we can process your request properly. We recommend including specific time slots during which you can be reached for phone verification, to help expedite our review process.
Review
Upon receiving a law enforcement request, we will verify the request, including but not limited to:
-
Assessing the authenticity and completeness of the documentation;
-
Evaluating whether the request is relevant to the case at hand;
-
Verifying the identity of the law enforcement officer(s) via phone or other methods.
During the review process, we may require additional clarifications or supporting documents based on the situation. If the law enforcement request does not contain sufficient information or if there are reasonable doubts (e.g., suspected identity falsification, lack of relevance to the case, etc.), we reserve the right to decline the request and may inform the relevant regulatory authority or take other legal measures to hold responsible parties accountable.
At the same time, we will ensure that any restrictions on user accounts or assets comply with proper legal procedures and are carried out only if we deem them necessary and appropriate.
Statement
- This notice is formulated based on applicable laws and regulations, as well as our Terms of Service and Privacy Policy. In the event of a conflict with current laws and regulations, the requirements of those laws and regulations shall prevail.
- Any restrictions on user accounts or information are based on considerations of necessity and legality. We strive to minimize the impact on users’ legitimate rights while fulfilling law enforcement needs.
- User accounts and their digital assets are private property under the protection of respective national laws. We only assist in imposing measures when there is sufficient evidence for law enforcement needs, a legitimate legal basis, or a risk of significant immediate loss.
- We may, as required by business compliance and regulatory requirements, continue to revise and update this notice, and will publish any revisions on our official website or other appropriate channels.
